Pekin Reviewing Solid Waste Services and Improving Recycling Efficiency

Over the past several weeks, many residents have expressed concerns regarding the recent change to an every-other-week recycling collection schedule. I want to speak directly to our community to clarify what this change means, why it was made, and what residents can expect moving forward.
First, recycling in Pekin is not being eliminated, and services have not been reduced. The City is adjusting the collection schedule to improve efficiency and maintain financial responsibility for our taxpayers.
I also want to acknowledge that the rollout of this change could have been communicated more effectively. I take responsibility for that and apologize for any confusion it caused. Clear communication with the public is essential, and we are committed to improving in this area.
The change followed a thorough operational review of the Public Works Department. During this period, the department experienced the unexpected loss of three employees, two due to injuries and one who pursued another opportunity. Rather than immediately filling these positions, our Public Works Director evaluated department operations and identified opportunities to enhance efficiency.
One outcome of that review was the move to every-other-week recycling collection. This model is widely used across central Illinois and the Midwest. Many neighboring communities already operate this way, as it helps control operational costs while continuing to provide reliable service.
By adjusting the schedule, the City can reduce fuel usage, decrease wear and tear on equipment, and limit overtime demands on staff. These efficiencies help control costs while maintaining consistent recycling service for residents. Further, personnel costs are now reduced that allows us to offer what is recommended by staff.
To assist residents with the transition, the City will offer larger 96-gallon recycling totes free of charge. Residents who currently have a 64-gallon tote may request a free upgrade through May 31, 2026, while supplies last. Once requested, totes will be delivered directly to residents. Residents may continue using their 64-gallon tote alongside the new 96-gallon tote for recycle, or they may repurpose it for yard waste with a new lid and sticker. This option can reduce the need for additional kraft bags and help the resident further save money. Starting on June 1, 2026, one may purchase the 96 gallon tote for $60 moving forward.
Additionally, staff is reviewing a potential reduced solid waste rate for residents age 65 and older. The program is expected to align with the City’s fiscal year beginning May 1, 2026, and further details will be shared through the City’s website, social media, billing statements, and local media outlets.
Earlier this year, the City issued a Request for Proposals (RFP) for waste and recycling services. This review allows us to evaluate whether continuing to provide services internally or partnering with an external provider is the most cost-effective approach for our community. Unlike typical RFP processes, the City did not submit to the RFP itself but is instead analyzing service delivery and costs to ensure residents are receiving fair and competitive pricing. The proposal deadline was February 27, and staff is currently reviewing submissions. This evaluation is also why the City did not immediately fill the vacated employee position, it was prudent to wait until a service model decision is finalized.
Solid waste and recycling collection is one of the most visible services your local government provides, and we take that responsibility seriously. Every decision we make is focused on delivering reliable service while managing costs responsibly.
